Why do many shops charge for diagnosing my car?

Diagnosing your vehicle's problem is not unlike the doctor performing tests to determine the best course of action before surgery.  A great doctor is not an encyclopedia of medical facts,  assigning treatments based just on the symptoms, a great doctor makes sure that he is prescribing the best treatment based on facts.  A great technician does the same thing, searches for facts, or bad parts, then recommends a course of action or replacement.
